Все травмы представляют собой случаи внезапного на-
ступления состояния, при котором требуется экстренная
помощь: ребенок, который хорошо чувствует себя за за-
втраком, может в этот же день погибнуть или получить тя-
желые травмы в результате дорожно-транспортного про-
исшествия, утопления или ожога. Из-за такой внезапности
и неожиданности возник широко распространенный миф,
будто травматизм – это
явление случайного характера, не
поддающееся профилактике или каким-либо мерам по
снижению его частоты. Нет ничего более далекого от ис-
тины, чем это утверждение. Если какая-нибудь катастро-
фа, например, крушение поезда, еще может привлечь вни-
мание общественности, то ежедневная потеря жизней 115
детей, которые гибнут в Европейском регионе ВОЗ вслед-
ствие травм, остается почти никем не замеченной.
В настоящем докладе была поставлена цель показать
гигантские масштабы потерь, которые общество несет от
детского травматизма в Регионе, и
огромные возможно-
сти профилактики, которые кроются в устранении рисков
и опасностей, создающих предпосылки для травматизма.
Мнения, высказанные в докладе, основаны на опыте не-
скольких европейских стран, которые благодаря упорной
и систематической работе смогли стать в один ряд с самы-
ми безопасными странами в мире.
Настоящий доклад публикуется в качестве документа,
дополняющего
Доклад о профилактике детского травма-
тизма в мире, и содержит фактические данные, отражающие
ситуацию в
Европе с учетом разнообразия, быстрых темпов
и значительных масштабов социально-экономических и по-
литических перемен, которые произошли в Регионе
(1).
