BEING FLUENT IN A LOT FOREIGN LANGUAGES

Can you be fluent in 5 languages? 
A monolingual speaks only one language. Only three percent of people around the world can speak over four languages. 
Less than one percent of people worldwide are proficient in many languages. If someone is fluent in more than five languages, 
the person is called a polyglot.

What about me? I can speak in 5 languages that’s why I am telling and also demonstrating to everyone that learning 
foreign languages is the best way to show yourself & to be able to communicate with anyone. 
Yes, I am a polyglot, four years ago I started learning Chinese with Turkish language. What about my English language, I 
started it when I was seven years old, while studying Chinese I thought that I need IELTS certificate and decided to pass IELTS 
(International English Language Testing System). Then I started to improve my English from intermediate to upper & even 
advanced…
Fabulous people & polyglots.
The leaders of the rating are Foreign Minister Mukhtar BeskenulyTleuberdi, who speaks Kazakh, Russian, English, 
Korean and Japanese, as well as ex Defense Minister NurlanBayuzakovichYermekbayev, who speaks Kazakh, Russian, 
English, Chinese and Portuguese. Both speak five languages. 
Among the heads of departments who know 4 languages are the Minister of Digital Development, Innovation and 
Aerospace Industry BagdatBatyrbekovichMusin, the Minister of Energy NurlanAskarovichNogaev, the Minister of National 
Economy Asset ArmanovichIrgaliyev and the Minister of Ecology, Geology and Natural Resources 
MagzumMaratovichMirzagaliyev. 
There is a problem about understanding and learning foreign languages in our country. If the citizens are not able to learn 
foreign language, for ministers and diplomats it is more important, however they do not want and they are not going to start it 
because of their age. We have explored the main reason of this highlighted issue and now, readers are ready to get it.
7 out of 18 ministers of the country do not know English. Among them are the Minister of Education and Science of the 
Republic of Kazakhstan AskhatKanatovichAimagambetov, the Minister of Information and Social Development Aida 
GalymovnaBalaeva and the Minister of Finance YerulanKenzhebekovichZhamaubaev, who speak only Kazakh and Russian. 
Minister for Emergency Situations Yuri ViktorovichIlyin speaks only Russian. 
According to the researchers, one of the reasons why 7 ministers of the country do not know English at once is training in 
domestic institutions. 
Today, the study of English in Kazakhstan is at a fairly low level. 
In the 2020/2021 academic year, the share of students of higher educational institutions studying in the state language 
was 64.9%, in Russian - 29.6%, in English - 5.5%. 
The low level of English proficiency in the country is also confirmed by international rankings. Thus, in the ranking of 
countries in the world in terms of English proficiency, Kazakhstan entered the top ten of the weakest outsider states, ranking 
92nd among 100 countries. The level of English language proficiency in the Republic of Kazakhstan is marked as "very low". 
Relationship Building 
Having the ability to speak a second or third language transcends spoken dialogue and allows you to relate to different 
cultural groups in a personal manner. Speaking to anyone in their own language breaks down barriers and allows them to feel 
more comfortable and confident. 
This type of relationship is necessary for any business setting. Knowing your client’s native language will elevate their 
professional and business relationship which can lead to better business results. However, unless we are in an environment with
