Tengizchevroil response regarding environmental impact and hiring policies

4 June 2012

Business & Human Rights Resource Centre invited Tengizchevroil to respond to the following item:
- «Разжирение ТШО», Лаура Сулейменова, Ак Жайык, 16 апреля  2012 года
 - http://www.azh.kz/news/view/9793

In response, Tengizchevroil sent the following statement:

[Regarding environmental impact]
Mr. Diarov delivered these comments at the second of three public hearings for the most recent Tengizchevroil (TCO) Environmental Impact Assessment (EIA). TCO conducts EIAs for major projects as part of the Kazakhstani regulatory process. The most current EIA on the proposed expansion project is available on TCO’s Web site. Please also note meeting minutes from that public hearing and our other engagements about this project with different groups of our region’s civil society here

Tengiz operations are 80 kilometers (50 miles) from the nearest community settlement. In Kazakhstan, industrial facilities are surrounded by a boundary called a Sanitary Protection Zone (SPZ), designed to create a buffer between industry and communities.  TCO’s continuous monitoring from air monitoring stations around the perimeter of the SPZ shows that TCO air emissions do not exceed maximum permissible limits at the SPZ. Thus, there is no impact to our Rotational Villages and certainly not to communities 80-100 kilometers away.  It is important to note that TCO eliminated routine flaring in 2009, which was a large contribution to our 94 percent reduction in flared volumes since the year 2000, and that TCO has now exceeded a 99 percent gas utilization rate.

[Regarding hiring policies]
While we cannot provide specific information on this applicant due to privacy standards, we find that in most cases, we have many very qualified candidates for open jobs and that competition is very strong.

In general, TCO makes every effort to ensure that all open positions are advertised appropriately.  TCO is guided by the Republic of Kazakhstan’s Labor Code which states than an employer has the freedom of choice in hiring. We also utilize internal selection criteria which can include testing and group interviews.  The resumes of applicants not immediately successful in fulfilling an open position are kept in our database in order to ensure that they are considered for relevant future opportunities.
