Land Information Systems (LIS). A LIS may be defined as a combination of
human and technical resources together with a set of organizing procedures which
produces information for some managerial requirements.
Parcel-based LIS, or cadastre, can be distinguished within the family of spatial
information systems by at least two characteristics. A cadastre may encompass all or
part of the information stored in any other LIS, but a fundamental objective of the
system is the provision of institutional data concerning land ownership, value and
use. Furthermore, in a parcel-based LIS the primary means of organizing data is the
cadastral parcel or proprietary land unit. Information is therefore collected,
referenced, stored, and retrieved primarily at the parcel level, although other
referencing systems (исходные системы) such as coordinates, may be added to
facilitate data manipulation and the exchange of information among systems
