The analysis of the scientific literature on the researched topic showed that
innovative activity of education manager in general and education in particular,
have started to be studied in the second half of the XX century, which has gained
particular relevance in the XXI century.

L.M.Vaschenko, G.P.Vdovichenko, A.A.Verbitsky, V.R.Vesnin, O.S.Vihansky,

authors were presented management issues in different areas, theoretical and
methodological aspects of management, factors affecting the activity of education
manager, types and classification of management, psychological characteristics,
location and value of education manager including his innovative activity in
education, types of control, their classification and others.
In modern science, to the study of various aspects of management education
were devoted a lot of works, in particular deserves special attention T.Bazarova’s
research who studied socio-psychological aspects of management, and evaluation
of their activities. L.Burkova and I.Grebenyuk basing on the analysis of a number
of works devoted their research to pedagogical innovation and formulated its
scientific definition. D.Kozlova made an attempt to compile psycho-pedagogical
characteristics of innovative activity. L.Vaschenko in his study developed a
classification of the solutions of the manager and proposed factors influencing on
them.According to T.Parsons governance of a manager consists of three levels:
technical level; management level; institutional (political) level.
R.Shakurova complements these levels with socio-psychological, and reveals
the function of each of them. N.Kolominsky in his research identified factors that
increase the effectiveness of the manager. D.Treysi described in detail the practical
aspects of management. L.Mitina and O.Kuzmenko disclosured contrasts in the
personality of teachers. U.Breddik attempted to present scientific exposition of the
theoretical and practical aspects of management. The merit of M.Ganzburg is that
the author was the first who attempted to study the effects of stress on the activities
of the manager. In the studies of K.Rodjers was revealed association between
personality, management and psychotherapy.
R.Mullahmetov studied personality of the teacher, based on which were
developed recommendations on organization and holding of effective teaching and

One of the fundamental works on managing the quality of education during
the implementation of the National Program for Training in Uzbekistan is the
teaching manual of Sh.Kurbanova and E.Seythalilova, were considered theoretical,
methodological, organizational, pedagogical aspects of the management of all
types of education.
The main advantage of this work is the research of the problems of
management of the quality of education and coverage of all types of education in
accordance with the principles of continuity and succession.
However, it should be noted that the social and psychological aspects of
innovative activity of manager of education in HEE were not objectives of the
study and were beyond the content of the analyzed work.
Based on the above, to date, the problem of improving the socio-
psychological technologies of formation of training managers to innovative
activity has not been the subject of a special study.
