evaluations obtained by a specially developed expert questionnaire, followed by
factor analysis, which allowed us to determine eleven among twenty tentatively
identified statistically significant criterion of evaluation of innovative activity of
education manger in modern conditions of the higher educational establishments
«novelty (originality) innovation»; «the importance of innovation»; «intellectual
and creative resource»; «organizational and managerial resources»; «socio-
psychological climate»; «instrumentality (control) of innovation»; «verification of
the degree of success of innovation»; «the fullness of the structure of innovation»;
a «system of innovation»; «realistic innovation»; «innovations’ comparison with
other innovations». Accordingly, the following nine criteria are less relevant for
the assessment of innovative activity of education manager in modern conditions
of higher educational institutions: the need and timeliness of selected innovative
way- scale of innovation; translatability of innovation; degree of maturity of the
structural elements of innovation; consistency of the structural parts of innovation;
feasibility of innovations; innovative susceptibility; forecast the success of planned
innovations as a whole; identify gaps in the innovation and in the organization of
its implementation.
To reliably determine the effectiveness of innovative activity of education
manager in modern conditions, we developed standardized diagnostic technique on
the basics of eleven statistically significant criteria. In order to enhance the
objectivity of the results of study, final evaluation was based on three vectors
(Figure 1):
