field of professional activity. Development and implementation of foreign books of new generation for 
students of educational institutions of higher vocational legal education are considered as an indispensable 
condition of optimization of process of teaching foreign language, which will create favorable conditions 
for the development of foreign language professionally oriented competence. Modern society’s needs have 
necessitated the creation of new educational systems, designed for effective training of future lawyers. For 
example, at our University, the main sources selectingthe materials for English coursesare:
- Internet sites for legal specialties, professional forums;
-periodicals;
-articlesfrom periodicals;
-samples of international business documents in English;
-videomaterials.
At present, the development of computer technology and Internet technology encourages teachers for 
active use of new technical achievements for educational purposes. The use of Internet resources, the abil-
ity to use the necessary information, professional search of important information areskills, which should 
be taught and no less important in professionally-oriented training. Information technology is a powerful 
impetus for the development of new achievements and aspirations [5]. 
Professional learning requires the integration of foreign language with specialized disciplines, careful 
selection of the content of the teaching materials. Teaching materials should be focused on recent advances 
of study field and duly reflect the innovations related to the professional interests of the students giving 
them the opportunity for their professional growth.
Teaching professionally oriented foreign language should be aimedto achieve the following objectives:
1) development of communicative skills (speaking, listening, reading, writing). Successful mastery 
of dialogical speech lies in the ability to converse on various topics, share information of professional 
nature. Monological speech involves the ability to make a report, a message, express their point of view 
in the discussion. The purpose of teaching listening comprehension is the formation of perception skills 
and speech understanding of the interlocutor in a foreign language in accordance with the specific situation 
and the field of communication. The result of reading skills becomes the possession of all kinds of reading 
publications in various genres including special literature. Objectives of writing skills are the compilation 
of abstracts, abstract reading presentation, translation and writing business letters, contracts, etc
2) mastery of specific language skills (knowledge of the phonetic phenomena of grammatical forms and 
rules of word formation, lexical units). Language skills are acquired throughout the course as each topic or 
situation of communication related to a particular language and speech means.
3) the formation of socio-cultural knowledge introducingthe students with the culture of the people-na-
tive language helps to adapt to foreign environments and avoid misunderstandings in communication. 
However, the main thing is not the memorization of the facts, but the ability to compare the socio-cultural 
experience of the people speaking the target language with their own experience and cultural values of 
their country promotingthe general culture of the students.
4) mastery of a specific set of units of professional vocabulary, special legal terminology of foreign 
language. Learning a language requires learning a large number of special terms and concepts necessary 
for a future lawyer. However, for the time allotted for foreign language at high schools it is impossible to 
learn all the terminology, so it is very important to develop the students ‘ skills with special dictionaries, 
glossaries, directories on specialty [6].
Levels of foreign language proficiency in the framework of professionally oriented learning is defined 
and revealed by the following criteria andrates: 
- languageknowledge (mastery of grammatical structures, lexical units, professional orientation);
- commitmentfor professional speech interaction (possession of all kinds of speech activity based on 
professionally-oriented vocabulary; the ability to implement its requirements of foreign language in pro-
fessional communication with various linguistic means);
- commitmentfor creative professional activities (motivation, cognitive and creative activity of the stu-
dents).
The essence of teaching professionally oriented foreign language lies in its integration with the special 
disciplines for obtaining additional professional knowledge and the formation of professionally significant 
qualities of the person. It is the main difficulty of implementing such studying at universities. Teachers who
