The municipal service, as the basis of local self-government, requires development taking into account socio-economic and political changes. The current model of municipal service is controversial, and the processes of its transformation are contradictory. In an attempt to improve the efficiency of local self-government, the connec- tion of municipal employees with the local community is lost and there is a mutual divergence of interests. It is necessary to consolidate the status of a municipal employee as a representative of the local community, independent of the regional authorities. Оборонно-промышленный комплекс является одной из крупнейших отраслей развития промышленности России. Именно в данной области происходят одни из важнейших научно-технических открытий. Поскольку военная угроза на сегодняшний день не является острой проблемой, научно-техни- ческий потенциал ОПК направлен также и в сферу гражданского производства.
