| Abstract. The construction industry is one of the key factors influencing the socio-economic
development of the country. In the conditions of an unstable economic situation, and as a result, a decrease in the accuracy of forecasting the development of an organization on a long-term planning horizon, more and more attention of the professional community is paid to the implementation of the growth potential of the construction industry. Over the past decade, construction organizations have been able to successfully switch to the use of domestic building materials, reduce the degree of depreciation of fixed assets, as a result of which Russia has achieved record-breaking housing commissioning rates for the country. However, despite the positive dynamics in terms of the renewal of fixed assets, import substitution of materials and growth in housing commissioning, the activities of construction organizations are characterized by insufficient utilization of production capacities — an average of 60%. The planning of new investment and construction projects and production capacity begins with an assessment of the demand for construction products, which, first of all, is associated with the real incomes of the Московский экономический журнал №5 2022 585 population. In addition, the planning of an investment and construction project is based on the development strategies of the construction industry. In turn, forecasts for the development of the construction sector are inextricably linked with strategies for socio-economic development, regional concepts for the development of territories, strategies for the development of industries related to construction (including building materials), etc. The article analyzes the problems that impede the growth of the potential of the construction sector , positive and negative trends inherent in the activities of construction organizations are indicated. As a result of the study, it was concluded that despite the presence of indicators for the development of the construction sector, enshrined in state strategies and development concepts, there is currently no quantitative assessment of the resources that should be provided by state programs to support the development of construction, which leads to underutilization of the production capacities of construction organizations and curbing the pace of realizing the potential of the construction industry in Russia. жүктеу/скачать 3.24 Mb.
