implementation of an innovative project requires the construction of a tree of goals 
(hierarchy of parameters) for the system as a whole and each of its components; 
- the principle of multiplicativity, which means that the positive and negative 
effects of the functioning of components in the system have the property of 
multiplication, not addition (for example, the probability of failure-free operation of a 
computer network is equal to the product of the probabilities of failure-free operation 
of its components); 
- the principle of structurality assumes that the optimal structure of innovation 
has a minimum number of components; at the same time, these components must fully 
perform the specified functions and preserve the dominant properties of the innovation 
system that ensure its novelty; 
- the principle of adaptability, in which the structure of system innovation is 
mobile, i.e. easily adapts to changing requirements and goals; 
- the principle of interaction and interdependence of the system and the external 
environment. An innovative system shows its properties only in the process of 
interaction with the external environment. It reacts to environmental influences 
(including those that are dysfunctional for it), develops under these influences, but at 
the same time retains qualitative certainty that ensures the relative stability and 
adaptability of the entire system
- the principle of alternativeness, according to which the optimal 
innovativeness of socio-cultural activities involves the development of several 
interchangeable innovative versions. For example, the higher the uncertainty of 
situations in the proposed sales market, the more options there should be for alternative 
development of the projected innovation; 
- the principle of hierarchy of the system means that each component of the 
innovation system (old, modern and new), in turn, can be considered as a system that 
includes subsystems of a lower level
- the principle of continuity of functioning and evolution; every system 
(including innovative) exists while functioning. All processes in any system (socio-
economic, technical, biological) are continuous and interdependent; 
- the principle of continuity in relation to innovation activity requires the 
provision of opportunities for the productive functioning of the old in the appropriate
