Methodological basis of research are social informatics, social control theory, and pedagogical theories that define the student-activity-axiological and systemic approaches
Research methods. In the course of ascertaining and forming experiments the comlex f methods has been the theoretical analysis (content - analysis, simulation, etc.), methods of statistical analysis (questionnaires, interviewing, ranking, scaling, etc.), pedagogical experiment (observation, comparative comparative analysis, etc.)
The main points of the research are taken out:
1. The interaction of subjects of management education taking place in a rich semantic information and education spaces, optimization is possible with traditional broadcast management experience in communication systems based on modern information and communication technologies.
2. Model of interaction between the subjects of education management is characterized by a reasoned and informed attitude to information flows, manifested in creative self-management subjects.
3. Didactic equipment of infocomm education management system is determined by a socio-psychological methods as deliberately and consistently used ways to achieve goals on the principles of openness, mobility, collaboration.
Management as a process, according to scientists and educators, is a technology joint activities of all stakeholders over time, that is a consistent shift of states, stages, stages of development, the totality of their actions to ensure the establishment and optimal functioning and binding of each educational institution of all levels and the education system as a whole.
The concept of "interaction" is a key concept in our research. Interaction - a sophisticated integrative education, covering a wide range of research psychological and pedagogical conditions in which lies the peculiarity and complexity of management. This is due to the large flow of information, which the teaching staff should not only capture and analyze, but also adequate and timely response, taking management decisions.
In the course research the information-communication system of interaction of subjects of management of a city education system «NETMEKTEP.KZ» has been created.
The complex «NETMEKTEP.KZ» is an independent component of the corporate information infrastructure that implements the delivery, analysis and processing of information by the personal access of teachers, directors, employees, NGO, the Department of Education and other educational organizations to e-WEB-services portal, provides access to the personal office of each the subject of management education, documentation services, monitoring and automation of data collection and analysis of statistical data
Construction of EMIS is based on a model of "Personal Office", which provides transferring of the traditional practices of education management into modern communication systems interaction between the subjects of management and accompanied by a set of management functions and methods of interaction.
